Federal grant requirements are changing fast—with Uniform Guidance updates and new agency guidance this year. Understanding these shifts and developments isn’t optional; it’s critical for compliance and program success.

Examples of pending changes include:

•           Eliminating fixed amount subawards

•           Adding authority for temporary suspension of grants

•           Requiring approval by a senior appointee before an agency may issue a notice of award

•           Adding discretionary termination of grants

•           Adding prohibitions on:

            1. Using grant funds to support collaborations with covered foreign entities and covered foreign countries

            2. DEI, DEIA, and gender ideology programs as well as funding to support “transition” (Gender Affirming Care) for minors under age 19

•           Expanding the DHS E-Verify system citizenship status checks in FAR-funded contracts to grant-funded employees and contractors, but not to “activities unrelated to Federal awards”

•           Requiring recipients (other than States) and subrecipients to submit drawdown payment justification to their funding agency and pass-through entity (PTE) respectively
